REQUEST FOR PROPOSAL (RFP)
Assessment of Workforce Trends for the Pennsylvania Outdoor Corps Program

The Pennsylvania Parks and Forests Foundation (the Foundation or PPFF) seeks a qualified professional to assess trends related to youth workforce engagement to guide the delivery of the Pennsylvania Outdoor Corps (PAOC) program.

The ideal applicant will have experience analyzing youth workforce development programs in outdoor and conservation settings. Experience climate resiliency as well as diversity, equity, and inclusion work helpful. The analysis will primarily focus on reaching new and underserved audiences within Pennsylvania ages 15 to 25.  This study will prescribe and forecast methods for the PAOC to reach this age demographic with program messaging across rural, suburban, and urban landscapes.  Program messaging will primarily focus on alerting youth of the possibility of professional employment in conservation, and of opportunities to work for the PAOC as a potential gateway to employment. The study will explore and document the motivations, and perhaps barriers, of various groups (i.e. ethnic, racial, socioeconomic, geographic) to engage in conservation and outdoor recreation activities and offer targeted solutions to reach these audiences.
